What do water bills, the 2024 eclipse, and balloons have in common? Let us take a look.

Like the April 2024 eclipse, the Town of Evans water customers are left in the dark regarding water project spending. The current water improvement project includes $1,200,000 for engineering! The highest-paid Town of Evans employee had a W2 amount of $151,020.44. Even allowing for benefits, the cost of an in-house engineer would be 25% of the cost of hiring an outside engineering firm. Now, consider the cost of outside engineering since day #1 of the water project. Evans Water customers were required to pay $10-15 million in engineering fees! Another eclipse-in-the-dark fact is that every time the Town of Evans borrows more money to pay for water projects, the term of the loan is reset to 30 years.
Another unreported fact (by the town) about the current water project is the $1,500,000 for contingency expenses. You can bet the farm that some of this money will be spent on additional engineering fees. (https://evansny.news/water-project-spending
The ECWA had a minimum charge and infrastructure charge which increased in the 1st quarter of 2024. The Town of Evans has not announced if / when there will be an increase in the water district surcharge.
The new town board should hold meetings to discuss future water improvement projects.
They can also address why the Town of Evans does not offer a senior discount like the City of Buffalo. That can also address why bills are based on 9,000 when many residents do not use 9,000 gallons.
